Mark was born in 1964 and is married to Lizbeth with two daughters, Oriana and Isabella, and a son, Oliver. In June 2001, Mark was elected MP for Boston and Skegness.

Since being elected to Parliament, he has served as Parliamentary Private Secretary to Rt Hon Michael Ancram QC MP, the Shadow Foreign Secretary, from January 2002, before being promoted to the Frontbench. In November 2003, he was appointed Shadow Minister for Public Services, Health and Education. In September 2004, he became a Shadow Minister for Foreign Affairs, and from May 2005, served as Shadow Minister for International Development.

In July 2007, Mark was appointed as a Shadow Minister for Health. In 2010, Mark he appointed PPS to the Secretary of State for DEFRA and in September 2012 was appointed Parliamentary Under Secretary of State in the Foreign and Commonwealth Office.
